Because this is the class likely swapping out temporarily for the last defense. Maybe the 2ndary soldier instead.

An engineer on last is generally always good if you can build the gun to level2+ before you need to be ready. The shotgun makes you still effective as a fragger and the sentry is a strong bonus assuming there is a viable spot to place it (there almost always is).
I would routinely go engineer from scout and build a gun if you are confident that no push will come in the next 15 seconds, otherwise there is no time and your scouting is needed.
Rarely is the gun worth hitting to save through a committed push (yeh save it from long range spam). Use shotgun and swap back to scout when the gun is gone.
In uber disadvantage situations it is less likely to be productive than even uber situations (your team will often need the uber to buy time for class swapping to be effective.
This applies to almost all maps.

Scouts going heavy is a larger class investment because it dislocates the primary soldier from his main role. A heavy needs the heals to stay effective, however offers very little offensive potential from mid-long range. This will work best on maps where the defense is comfortable stacking and holding a single area regardless of the attackers path. Primary soldier -> heavy is just as common as subbing out a scout here, though both are still uncommon.

Scouts are still a great defensive unit, especially on open last points. They do good reliable damage and are ideal for pushing off last fast once the point is held. Locking down completely on last and never being able to push off it is hardly optimal.
